It's called character development or in this case, she just grow up. It has passed almost a year-two years between seasons, plus Crawleys influence...
And for the other matter, chill, a female character of this period with a man doesn't mean automatically they had sex LOL
How can it call a character development? If one is innocent, one can become wild, but not vice versa.
However, maybe it was only that the audience was given the hint (Rose visited a married man for hours, so she must have sex with him) that proved to be right. Why on the earth would they have sex in his home - where servants could later tell his wife - and not in a hotel?
