Personally, I've been shipping them since season 1 (kindof jokingly)...but I started to really believe they could be more than friends when Carson started singing in S3 after he learned Hughes didn't have cancer.

Thanks guys- this is what I have been saying but my older siblings say that he's just singing a folk song because he's happy, and that even though the lyrics say "she stole my heart away" they are just friends. I can't wait to see more replies!
I have shipped them since the scene "Do you ever wish you'd gone another way?" The way Elsie looked at him, the way they spoke to each other. I knew that she was really asking "Do you wish you'd had a family with me?" Just my ramblings....
Jim Carter shipped them too, but Phyllis Logan said that a romance would ruin their relationship. I think they created their characters that way. So Carson have had hidden feeling towards her since the third or the second season. And I think Mrs. Hughes started to fall for him in the fifth series.
I used to consider the possibility of their romance a huge cliche, but I have shipped them since Carson's song.
For me it was also the "she stole my heart away" song by an overjoyed Carson. Even if his reaction could be put down merely to a good friend's huge relief, her smile was very revelatory. I LOVE these two, I just love them!!
It is my ascertation that it was actually Mrs. Hughes that fell in love first. I firmly believe that she turned Joe Burns down, not because of her devotion to Downton, but her devotion to Mr. Carson. Yes, it took me a while to join Team Chelsie, but her actions during the first episodes of season 4 sealed the deal for me. Then, I started watching the earlier episodes again and could almost see her heart breaking when he was talking about going to Haxby. She looked like she was on the verge of tears when she told him she would miss him. Then, there was every time he got sick and she would just hover over him.
Mr. Carson, however, I don’t think he realized his feelings for her until that famous day at the beach. Remember, it was her that had to prod him into it.

After the proposal S5, I thought Mrs. Hughes had carried a torch the longest, but into S6 it looks like he is very romantic, says he has "never been so sure of anything." Based on that, his feelings could have started at their first meeting.
Jim Carter and Phyllis Logan think that Carson fell in love first and it became possibly apparent to everyone when Mrs Hughes had cancer scare and Carson fretted over her, then sang for her.
